Description The persisting worldwide economic recession that has directly affected the economy and economic growth in both developed and developing countries is having significant impacts on countries' labour markets and social security. Rising unemployment, a fall in economic activity and the pressure on companies and firms to improve their competitiveness are necessitating the use of measures that would preserve a certain proportion of jobs and would encourage long-term investments in human resources. At the same time the development of human capital is regarded by the classic economic point of view, also subscribed to by the author of this paper, as a driving force of economic growth, and thus also a way out of the current crisis. In this paper the author examines why and in what ways the development and quality of human capital is fostered at a time of economic recession at various levels (the individual, firms, national and transnational policies).
