Changes in the area of temporary employment agreements (DPP, DPČ)

DPP: Levy limits 2025
Starting in January 2025, a new "declared" DPP scheme will be introduced:
- A limit for levies of 25 % of the average wage (for 2024, this is CZK 10,500; the MPSV will announce the limit for 2025 in the autumn);
- Each individual can have only one DPP under this scheme with one employer, and that employer must be the first to "reserve" the declared agreement with the ČSSZ;
Other DPPs will fall under the insurance participation rules applicable to other employment relationships (employment contracts, DPČ). This means they will be considered small-scale employment (SSE) with a monthly income below CZK 4,000 (expected to be CZK 4,500 for 2025) – no insurance contributions are required for SSE; if the limit is exceeded, contributions must be paid.
The health insurance levy for DPPs will follow the same rules as the social security levy. The same limit will apply to withholding tax, which affects the obligation to file a tax return.
Note: There are no changes for DPČ.

Leave for temporary employment agreements
Employees contracted on a DPP/DPČ are allowed to take leave if the following conditions are met:
- at least 80 hours are worked on the agreement (and reported in the electronic timesheet)
- the agreement lasts at least four weeks
The use of leave for agreement workers is entered into INET by the attendance officers of the individual departments (secretaries), or the agreement workers themselves may request the use of leave.
The faculty management has decided that, just like permanent employees, the agreement employees should take their leave continuously during the year so that it is taken by the end of the year.
