QUALITY on its own is a fuzzy term and as such cannot be exactly measured. We are able to measure its elements. This is the reason for quality decomposition into elements, usually referred to as STANDARDS. Each standard reflects an element of provided care.
STANDARD (Fr.,Eng.) is a level of efficiency accepted by professionals. Synonymous is NORM (Lat.). If a standard is unmeasurable, it can be further decomposed into standard related CRITERIA. Criteria must be measurable.CRITERION is the level of achievement of the STANDARD. Each criterion must be exactly defined, to enable evaluation if it has or has not been fulfilled.
